Bandh Still Is Rampant In Seemandhra

Bandh is still going on in Seemandhra in protest of the Congress party’s announcement of its decision to bifurcate the State of Andhra Pradesh.

In response to the Bandh call by the Samaikyandhra JAC, Bandh is continued in Vizianagaram district.  All buses are restricted to the depots as the protesters are sitting in front of the gates of the RTC bus depots. 

Same scenes are seen in Kadapa district also.  The supporters of Samaikyandhra came out early morning to ensure that buses will not go out of the depots. 

Bandh is going on in the Ananthapur district also.  Educational institutions closed voluntarily.  Police are on vigil in the wake of yesterday’s violence. 

Bapatla in Guntur district is also in the fold of Bandh for the second day.  Engineering College Students of Bapatla took out a rally in protest due to which the main road between Guntur and Bapatla is jammed.

Educational Institutions are closed in Narsipatnam in Visakha district as the Bandh is going on in the district.

With the announcement of a Separate Telangana, Hyderabad is in a fix. The city is home to a large revenue generating industry for the state of Andhra Pradesh. Since Andhra Pradesh will cease to exist by 2014, where will the revenue from Hyderabad go?

The IT and ITES sectors generate a huge percentage of revenue for the state, in the range of Rs 42,000 crores. Hyderabad alone contributes to over 50% of the state's revenue with an estimated 75,000 crores business.

Hyderabad, due to its geographical location in Telangana, is woefully in a dilemma. The people of Telangana want the entire revenue from Hyderabad for their new state's development. On the other hand, the government is at a loss to explain how any revenue would be shared between the states. It should be noted that Andhra and Rayalaseema have also contributed towards the city's development.

The recent developments spell bad news for the city, with many corporates deciding to shift shop to Andhra. Even educational institutions are considering a shift. The government is yet to present a plan with regard to the city's revenues for the two states.

On a related note, it is confusing to think of how the city will accommodate two governments during its 10 year period as a common capital. Two chief ministers and legislatures are sure to create trouble. Hyderabad is caught in a fierce tug of war between Telangana and Seemandhra.

Ministers resign, Seemandhra shuts down

In the aftermath of 30th July, Seemandhra is mourning. A decision to split the state of Andhra Pradesh and carve out a separate Telangana has angered leaders and citizens alike in Seemandhra.

Many areas across the region came to a halt, sprinkled with protests. APSRTC services, commercial establishments and educational institutions halted their daily routine. Kadapa, Chittoor, Krishna and Visakhapatnam districts bore the brunt of the shutdown.

United Andhra supporters took out rallies to protest the state division, even as the Panchayat polls took place. Students in Vijayawada blocked roads, while Samaikyandhra Students Joint Action Committee (JAC) imitated the same in Vishakpatnam. East Godavari is observing a total bandh.

Additionally, a minimum of 4 ministers and 6 party MLAs have resigned from their posts. Seemandhra has come out in large numbers against the Center's wish to bifurcate Andhra Pradesh.

Formation Of Telangana As India's 29th State




Telangana is going to become India’s 29th State as per the decision taken by the Congress party with approval from CWC and UPA.  Hyderabad will be its Capital to be shared for 10 years with Andhra Pradesh from which it will be carved.  Telangana Statehood is approved with 10 districts and Hyderabad as demanded by the leaders of the Telangana movement.  The ten districts are Hyderabad, Adilabad, Khammam, Karimnagar, Mahabubnagar, Medak, Nalgonda, Nizamabad, Rangareddy and Warangal.  The State of Telangana is rich with natural resources like coal and with two rivers flowing through it.  

Telangana region was merged with Andhra State in 1956 to form Andhra Pradesh.  Since then the people of the Telangana region were agitating for its delinking with the newly formed State of Andhra Pradesh.  Several times the movement took a serious turn of incidents but subsided gradually.  The movement again caught momentum with the Telangana Rashtra Samiti emerging as a national political party in 2001 with K Chandrasekahara Rao as its President. 

TRS with KCR and Harish Rao and Telangana JAC led by Prof.Kodandaram made many programs of protest against the State Government.  The most successful agitation of all are, Million March on 10th March 2010, non cooperation movement for 16 days starting from 17th February 2011, “Sakala Janula Samme” (All people’s strike) in which all Government employees participated for 42 days starting from 13th September 2011 and mass resignations. 

All the trouble started with the first SRC (State Reorganization Committee) that recommended disintegration of Hyderabad State and to merge the districts with Marathi speaking people with the Bombay State and the districts of Kannada speaking people with Mysore State.  In the process Telugu speaking districts were merged with Andhra State making it Visalandhra.  The SRC also said at that time that ‘One of the principal causes of opposition of Vishalandhra also seems to be the apprehension felt by the educationally backward people of Telangana that they may be swamped and exploited by the more advanced people of the coastal areas.’ In its final analysis SRC recommended against the immediate merger.  But the then Prime Minister of India Jawaharlal Nehru went ahead with the merger. 

But the dissatisfied Telangana people agitated in 1969 which turned violent that necessitated calling of army to control the violent masses. 

From that time onwards till the announcement of the Congress party through the then Finance Minsiter Chidambaram on December 9, 2009 many protests were made by the leaders of the Telangana movement.  But again the congress party withdrew its promise.

Then came the Srikrishna Committee to study and recommend whether the State can be divided.  As the Committee’s report was not totally in favor of the bifurcation of the State, The movement again intensified.

The congress party also dodged the issue by asking for all party consensus and a resolution to be passed in the Assembly and by appointing State in charges to convene meetings in this regard.  Finally. 

Latest State Incharge Digvijay Singh promised that a decision will be made and it will be in favor of the Telangana statehood in the CWC meeting held on.  But the Congress party wanted to play it safe and called for a meeting of UPA and again CWC today in which the decision to carve out Telangana from Andhra Pradesh was passed unanimously. 

The decision was officially announced at 7.00 pm today that made the Telangana people to dance with joy and to celebrate the occasion.

Now the part of passing a bill in the Parliament to the effect is left and with the support of BJP that was promised earlier and also reiterated today, it is not going to face any problem to get through the Telangana bill passed in the parliament.

The Chief Minister Kiran Kumar Reddy reached Delhi to attend CWC meeting that will take place at 5.30 pm today.  

The AICC President Sonia Gandhi met Prime Minister Manmohan Singh to discuss certain points before the bifurcation issue is discussed in CWC.  The Union Home Minister Susheel Kumar Shinde and Gulam Nabi Azad also met Sonia Gandhi on this.  The Prime Minister will meet the CM Kiran Kumar and PCC President Botsa Satyanarayana before he attends UPA meeting.  Sonia Gandhi will meet Kiran Kumar, Shinde, Gulam Nabi Azad, Digvijay Singh and Ahmed Patel before attending UPA and CWC meeting.

15) CWC unanimously agreed for the bifurcation of the state. 

14) AICC is going to convene a press conference at 7.00 pm today to announce the particulars of the discussions that took place in the UPA and CWC meetings.

13) CWC meeting started with AICC President Sonia Gandhi, Prime Minister Manmohan Singh, Home Minister Sushil Kumar Shinde, Finance Minister P Chidambaram, party General Secretary Digvijaya Singh and Health Minister Ghulam Nabi Azad.

12) RLD leader Ajit Singh says that the decision on the formation of Telangana was unanimous in UPA meet.  The issue of Capital is not discussed in the UPA meeting whether it will be a joint one or separate capitals.  KK and other senior leaders expressed their happiness for the Telangana at last is going to be a reality now.

10) 50 minutes long UPA meeting is over.  As per the unofficial news but from reliable sources came out, all members of UPA agreed for giving Telangana a separate statehood excepting Omar Abdullah.  But later, it is said, he too was convinced.

9) Susheel Kumar Shinde reminds that the issue of Telangana Statehood is pending since 1956.  The decision, he adds,  in favor of it may be taken by CWC or may not be.

6) After having discussions with Sonia Gandhi, Chiranjeevi said that the welfare of the State and the party are more important than the posts and personal staus.  Minister J.D.Sheelam expressed his confidence that a decision will be taken which will be acceptable to all.  MP Kanumuri Bapiraju said that Sonia heard their versions very patiently in which they urged to take a decision which will not hurt the feelings of any region. 

5) The Home Minister expresses his satisfaction that the law and order situation is satisfactory in the State of AP.

4) Opinion of Leaders of other parties: CPI (M) leader Prakash Karat says that the division of the State may not be the total solution for the problem.  Omar Abdulla, Chief Minister of J&K says that a decision on the division of the State now will give an impression to J&K people that an agitation for 10 years will give them a separate state.

Andhra leaders of the Congress Party are not sparing any efforts to ensure the State of AP intact.  They have been meeting all the leaders at Delhi.  They are meeting The AICC Vice President Rahul Gandhi at 12.30.

The Human Resources and Development Minster Pallam Raju met Digvijay Singh again on the issue of Telangana who was accompanied by the Union Minister Chiranjeevi and MP Magunta.  

Union Minister Purandheswari said that she will fight for the united state of AP till the last moment although she said that she has no information on the decision of dividing the State.  Amalapuram MP Harsha Kumar said that he pleaded for the united State.  He said that Hyderabad is a well developed City losing of which is not digestible to the people of Andhra region. 

In the meanwhile the Chief Minister Kiran Kumar Reddy reached Delhi to attend CWC meeting.

AICC after due deliberations on the State division of AP, is going to present the issue in the meetings with UPA and Congress Working Committees at 4.00 and 5.30 pm today to take a final decision, on which the future of the State of Andhra Pradesh depends.  

Now the point has gone beyond the question of whether the State should be divided or not.  Congress party has already come to a decision to divide it from the reports received so far.  The sudden fast track taken by the Congress party has taken the party leaders belong to Seemandhra by surprise who were under the assurance that carving of Telangana with Hyderabad will not materialize. 

The arguments put forth by the Seemandhra leaders became futile attempts for the determined Congress Party High Command. 

Now the leaders are facing the same problem as faced by the Telangana leaders previously.  Telangana leaders could not face people of their constituencies because of the indecision of Congress party.  Now the Andhra leaders are facing problem with their supporters in their region because of the decision of the Congress party to divide the State.  
The Chief Minister Kiran Kumar Reddy who has proved his loyalty to the party and high respect to the High Command at all times also opposed strongly for the bifurcation of the State in addition to the representations given by the Union Ministers and MPs belong to the party.  

Seemandhra leaders used all their dices to change the mind of the party high command.  They suggested that the party will lose in the State if a decision is taken in favor of the formation of the State of Telangana with 10 districts carving out from Andhra Pradesh.  As a last resort Kiran Kumar Reddy reportedly urged the Center not to announce its decision until the Panchayat and Urban body elections are over. 

In spite of all this The AICC is going very fast in taking the decision approved by CWC which is driving the Seemandhra leaders mad.  They camped at Delhi, held meetings, took decisions and met all the leaders at Delhi but of no apparent use.
As Telangana leaders threatened with resignations, the Seemandhra leaders too used the same threats but the high command seems to have no impact of it.  The way Telangana leaders said at that time that it was becoming difficult for them to move in their constituencies, Seemandhra leaders too expressed the same thing for which what they got was protections!

Congress does not care about YSRCP, Jagan

The events of the past month has shown Jagan in a very bad light, though he hasn't stepped outside his confinement. After amassing immense wealth and gaining the sympathy of naive commoners, the leader is losing steam. With Congress treating YSRCP as a thorn in the state, his troubles have become an ocean.

Jagan's strongest supporters until now have visibly turned against him. Konda Surekha threw trash at him following her resignation from the party. She accused him of running after money and not respecting party members. Several other MLAs have also abandoned the ship. Is the party sinking?

Congress will announce its plan for Andhra Pradesh today. Everyone is waiting with bated breath to see what would become of Ananthapur and Kurnool, where Jagan has confident support. The Centre is planning squash the YSRCP plant in the bud by dividing Rayalaseema. If his stronghold is divided, there is little chance of a positive development in this one year. By this time next year, there would be another state in India, carved out of Andhra Pradesh.

It is clear that the Center's decision on a separate state would create chaos in AP, besides the ensuing political instability. A need for a new capital and legislation takes first priority. Still, Congress does not care about YSRCP or its leader Jagan.

Panchayat elections counting continues

In the II Phase polling of the Panchayat elections concluded this afternoon, counting of votes began at 2pm. The polling includes a total of 916 Panchayats.

Firstly, the vote counting for the different wards will take place, after which the votes for the Sarpanchs will be counted. First result for the 2nd poll was declared from Chittoor district, where an independent candidate won the post of Sarpanch. More results will filter in before the evening.

As far as polling percentages for each district are concerned, Ananthapur saw 90% turnout, Chittor 89.3%, Guntur 88.5%, Kurnool 87%, Mehboobnagar 88%, Medak 89.4%, Rangareddy 85.6%, Nellore 85%, Srikakulam 86%, Vishakapatnam 90%, Vijayanagaram 92%, Kadapa 82%, Karimnagar 77.8% and Adilabad 82.5%.

Congress Party won at 534 panchayats, TDP at 447, YSRCP 269, TRS 90, Left Parties 13 and others 355.
So far Congress party is in the lead with 534 seats followed by TDP with 447. 

Congress wins in a maximum Panchats in Srikakulam district and TDP 69 in Chittore District.  YSRCP also wins a maximum of 54 in Chittore district.  TRS wins a maximum of 31 in Karimnagar Dist.  Left parties win 6 in Khammam.

There is no district in which Congress or TDP has not opened its account.  But YSRCP failed to get any panchayats in Rangareddy, Adilabad and Warangal districts.  TRS has not one any Panchayts in Khammam dist so far. 

The results make us to estimate the strength parties are having at different parts of the State.  It can be taken as a referendum of the people of the State to some extent.  Municipal elections may alter the positions.  And any decision at this time on the State whether to bifurcate or keep it united may alter the position of the Congress party.  

The same way TDP’s silence on the Division of the State is bothering the leaders of Samaikyandhra movement.  The decision of the Congress party may change the political scene for TDP also. 

The results any how are closely watched by the political parties, leaders and general public interested in the politics.  For the political parties it works as a final test before appearing for the final exams- 2014 General and Assembly elections.
