Andhra Pradesh Two States Two Chief Ministers | Finally... Two States, Two Chief Ministers 

The Congress Party has zeroed upon suitable candidates for Chief Minsiter posts in Telangana and Andhra Pradesh states. Sources are believed that ex-ministers Uttam Kumar Reddy and Kanna Lakshmi Narayana names were finalized by the Congress high command and they are likely to be appointed as Chief Ministers for both the Telugu states. Also Congress opined that President Rule in the current state would bring many issues and headaches. The general elections in the state are also likely to get delayed in view of bifurcation and the Election Commission of India [ECI] is taking account of all possibilities for smoother process of the polls.

Uttam Kumar and Kanna have been strong contenders for the CM post and coming to individuals, here are short stories of the future Chief Ministers.

 

 

Who is Kanna Lakshminarayana?

Kanna Lakshimnarayana has been in Congress since 1989. He won from Pedakurapadu, the biggest constituency in Andhra Pradesh, for four straight terms, from 1989 to 2004. In 2009, YSR moved Kanna to Guntur [West] where the Kapu Community has strong foundation. Congress seems to be moving all efforts to attract the Kapu community and so thought Kanna would be the ideal person who can bring votes to the Party. Kanna also never spoke against anybody in the party and was always in favor of Congress decisions. After the Congress Working Committee decision on Telangana, Kanna personally met Sonia Gandhi and rumors floated at the one point of time that he might replace Kiran. Kanna has also very good relations with Delhi Congress leaders and they believed to have lot hopes on him. He headed Agriculture & Agriculture Technology Mission portfolio in Kiran Kumar Reddy cabinet. Kanna has long tiff with MP Rayapati Sambasiva Rao. Rayapati openly accused Kanna but Kanna did not opened his mouth and said anything against him.

Who is Uttam Kumar Reddy?

Uttam Kumar Reddy is Congress MLA from 1999. He represented from Kodad constituency twice [in 1999 and 2004] and in 2009 he contested from Huzurnagar. In Kiran's cabinet Housing, Weaker Section Housing Programme, AP Cooperative Housing Societies Federation and AP Housing Board portfolio was headed by Uttam. He is dead oppose against the Komati Reddy brothers in Nalgonda and openly criticized them for making statements against Kiran Kumar Reddy before the Telangana decision was made. Uttam backed Kiran government in all attempts but after Kiran's revolt against high command on Telangana, he kept distance. After Kiran's resgination, Uttam met Congress high command leaders secretly and requested them to consider his name for the CM post. The Reddy factor may help Congress in Telangana region as in 2009 more number of this community leaders won the elections with ease.

Lok Sabha approves Telangana Bill

 

Yes.... finally Andhra Pradesh will be divided into two states. Lok Sabha has approved the Telangana Bill short while ago with voice vote. Lok Sabha resumed at 3 PM after adjourning twice over the uproar of Seemandhra ministers and MPs. Sushil Kumar Shinde started the debate and said Seemandhra region would be given package for the development.

On Behalf of main opposition BJP Sushma Swaraj spoke in the house. She clarified that BJP will support the Telangana cause. Later Union Minister Jaipal Reddy spoke and supported the Bill.

The officials of Lok Sabha have disconnected the streaming of the debate. Overall the discussion on Telangana bill lasted for 23 minutes.

Hyderabad Stuck Between Telangana And Seemandhra

With the announcement of a Separate Telangana, Hyderabad is in a fix. The city is home to a large revenue generating industry for the state of Andhra Pradesh. Since Andhra Pradesh will cease to exist by 2014, where will the revenue from Hyderabad go?

The IT and ITES sectors generate a huge percentage of revenue for the state, in the range of Rs 42,000 crores. Hyderabad alone contributes to over 50% of the state's revenue with an estimated 75,000 crores business.

Hyderabad, due to its geographical location in Telangana, is woefully in a dilemma. The people of Telangana want the entire revenue from Hyderabad for their new state's development. On the other hand, the government is at a loss to explain how any revenue would be shared between the states. It should be noted that Andhra and Rayalaseema have also contributed towards the city's development.

The recent developments spell bad news for the city, with many corporates deciding to shift shop to Andhra. Even educational institutions are considering a shift. The government is yet to present a plan with regard to the city's revenues for the two states.

On a related note, it is confusing to think of how the city will accommodate two governments during its 10 year period as a common capital. Two chief ministers and legislatures are sure to create trouble. Hyderabad is caught in a fierce tug of war between Telangana and Seemandhra.

Ministers Resign Seemandhra Shuts Down

In the aftermath of 30th July, Seemandhra is mourning. A decision to split the state of Andhra Pradesh and carve out a separate Telangana has angered leaders and citizens alike in Seemandhra.

Many areas across the region came to a halt, sprinkled with protests. APSRTC services, commercial establishments and educational institutions halted their daily routine. Kadapa, Chittoor, Krishna and Visakhapatnam districts bore the brunt of the shutdown.

United Andhra supporters took out rallies to protest the state division, even as the Panchayat polls took place. Students in Vijayawada blocked roads, while Samaikyandhra Students Joint Action Committee (JAC) imitated the same in Vishakpatnam. East Godavari is observing a total bandh.

Additionally, a minimum of 4 ministers and 6 party MLAs have resigned from their posts. Seemandhra has come out in large numbers against the Center's wish to bifurcate Andhra Pradesh.

BJP And TRS Separately Fight For Telangana

BJP National President Rajnath Singh said in the public meeting at Nizam College grounds at Hyderabad that only BJP can make the separate Telangana a reality.  He said that Telangana will be given within one month of BJP’s coming to power.  He asked why those parties are elected that cannot do justice to the Telangana cause.  

BJP promises Telangana even if it will not get absolute majority.  BJP is sure of making its alliances accept for the Telangana Statehood.  He also challenged Congress Party to introduce Telangana formation Bill in the Parliament and assures that the BJP will vote in favor of it.

But TRS is following its own strategy.  TRS is keen on getting a good number of seats in the Telangana region and politically fight for the separate Statehood.  Although BJP says that as a National Party they can take immediate decision if they get power, TRS decided not have any truck with them.  TRS wants to increase political strength for their party.

For the criticizing parties of TRS stand questioning why it is not supporting BJP, stand of which on Telangana is loud and clear and as a National party it can also will have the power to take a decision in favor of Telangana when comes to power, TRS says that it believed TDP and Congress and got cheated by them in the issue of Telangana.  Now TRS does not want to believe any one.  It wants to strengthen the party and thus strengthen their voice in the Parliament to demand for a separate Telangana State.
